The Prime Minister in his address has called for the creation of a “SMART” police force: a police which is strict yet sensitive; modern and mobile; alert and accountable; reliable and responsive; techno-savvy and trained. The Prime Minister said taking this conference out of Delhi will bring more focus to the main agenda at hand, besides increasing the morale of police forces in the North-East.

"We want to play a more active and positive role under the umbrella of the policy by leveraging our natural advantages for our progress and prosperity" he said.
The Chief Minister has called for better coordination among the states, talks with insurgent groups and creating opportunities for the youth to create a peaceful atmosphere in the region. He has cited the example of Sikkim where peace and tranquility is maintained through various measures like ensuring basic minimum needs are met, cultural freedom and promoting interest of every section of population through regular state patronage.
