In his address, the Prime Minister called for the creation of a “SMART” police force: a police that is strict yet sensitive, modern and mobile, alert and accountable, reliable and responsive, techno-savvy and trained. The Prime Minister said taking this conference out of Delhi will bring more focus to the main agenda at hand and increase the morale of police forces in the North East.

Chief Minister Pawan Chamling started his speech by thanking the Prime Minister for giving the CMs of North Eastern states the opportunity to participate in this conference. He then highlighted the geo-strategic significance of Sikkim and the importance of maintaining peace in the state.

The CM thanked the Prime Minister for the historic decision of opening up the Nathula-Mansarovar route for the Yatra. He has emphasized upgrading infrastructure and connectivity, including strengthening security-related infrastructure along the India-China border at Nathula. Chamling also highlighted the huge infrastructure deficit, i.e., road connectivity, lack of alternate highways, and lack of rail and air links to Sikkim.

Chamling has concurred with the Prime Minister's Act East policy and highlighted what Sikkim offers regarding tourism, horticulture, and organic farming. "We want to play a more active and positive role under the policy umbrella by leveraging our natural advantages for our progress and prosperity," he said.

The Chief Minister has called for better coordination among the states, talks with insurgent groups, and opportunities for the youth to create a peaceful atmosphere in the region.
