Pawan Chamling talks about new programme of ‘Open Democracy’ at Sikkim Vijay Sankalp Rally

Namthang, 1st April: Pawan Chamling reached Kateng under Namthang-Rateypani constituency today on the 4th day of the 10-day long Sikkim Vijay Sankalp Rally. People from the neighbouring Melli constituency joined in. The event was widely streamed and about 3 lakh people tuned in on social media.
Addressing the public, he said that, “The first priority of the SDF government is to provide best water supply to all our citizens here and extension and widening of all roads across Sikkim”. He further added that “Our next SDF government will establish new sustainable tourist spots in Temi Tarku which will develop this area as a major tourist attraction and provide employment to the residents of these constituencies”.




He talked about some key promises including ensuring that the integrity of the old laws of Sikkim are maintained and protected, developing a biodiversity park for research, developing public auditoriums and playgrounds in Namthang and Melli and distribution of LPG gas cylinders to every household by suppliers.
He further talked about a new programme called ‘Open Democracy’, wherein one day during every Assembly session will be observed as Janta Raj Diwas. On that day, public interest issues will be directly discussed and passed in the House after thorough deliberation. People can register the public interest issues and demands through an organized mechanism of toll-free helpline numbers and the same would be compiled and submitted in the Assembly. This new idea of dedicating one whole day to address issues, demands and genuine grievances of the public in the State Legislative Assembly will be the first such initiative anywhere in the world. Through this programme, the voice of people will directly reach the highest decision-making forum in the State.

He urged the people to vote once again in favour of SDF party in the upcoming elections. On the previous 3 days of the Sikkim Vijay Sankalp Rally, Pawan Chamling addressed the public in Soreng, Mangan and Gagtok. On the days to follow he will be addressing the public in Rorathang, Kabi, Ravangla, Geyzing, Mining, Rangpo and JorethangThe election to the 32-member Sikkim Assembly is being held on 11th April alongside the Lok Sabha election.

Sikkim Government Allows Self-Attestation for Most Documents

  In a citizen-friendly move to simplify administrative procedures, the Government of Sikkim, through a notification dated 6th August 2018 (No. 52/Home/2018), has allowed self-attestation of documents for most purposes. Issued by the Home Department and published in the Gazette on 11th August 2018, this notification aligns with the 12th report of the Second Administrative Reforms Commission, emphasising "Citizen Centric Administration – The Heart of Governance." Applicants can now submit self-attested copies of documents for admission in educational institutions and for employment in government departments, provided they can read and understand the documents. Gyallu : The New Tibetan National anthem

Gyallu is the national anthem of Tibet. The anthem focuses on the radiance of Buddha. The words were written by Trijang Rinpoche around 1950 but it is unclear exactly when Tibet's anthem was first used, either while the country was still under the control of the Dalai Lama's administration or first adopted by the government in exile after the invasion by China. The earliest report of an anthem (presumably this one) is from the period of 1949 to 1950 (when the country was already facing the threat of a Chinese invasion), introduced under reforms set in place to strengthen patriotic feelings of the Tibetan people. Another report states that the anthem was presented to the 14th Dalai Lama in 1960, after he went into exile. Regardless of the adoption date, the melody is said to be based on a very old piece of Tibetan sacred music, and the lyrics by the Dalai Lama's tutor, Trijang Rinpoche.
