FIFTY-EIGHT-YEAR-OLD MR. BEPIN BEHARI LAL, I.C.S., TOOK OATH AS FIRST GOVERNOR OF SIKKIM AT A SIMPLE BUT IMPRESSIVE CEREMONY HELD AT RAJBHAVAN ON MAY 16. THE OATH WAS ADMINISTERED BY MR JUSTICE RAJINDER SACHAR, CHIEF JUSTICE OF THE HIGH COURT OF SIKKIM. The function was held at a specially erected pandal at the Rajbhavan lawns and was attended, among others by Chief Minister Kazi Lhendup Dorji, Kazini of Chakung, members ofthe  Cabinet Mr B.P. Dahal, Mr B.P. Kharel, Mr Dorji Tsering, Mr Naye Tsering Lepcha, and Mr Rinzing Tongden Lepcha, Deputy Speaker of Sikkim Assembly Mr C.S. Rai, Members of the Sikkim Legislative Assembly, General Secretary of Congress Party Mr S.K. Rai, and top civil and army officials. Later, Mr Lal administered he oath of office and secrecy to Kazi as Chief Minister and his Cabinet colleagues under the Indian Constitution. The history of Sikkim Herald dates back to the time of the monarchy when there were hardly any newspapers in Sikkim. A brief research was carried out by the IPR officials during the recent compilation of the Department's Achievement Report from where it is gathered that few monthly magazines were published during the erstwhile monarchy, such as Kanchenjunga by Mr. Kashiraj Pradhan , (1957), Sikkim Fortnightly by Mr. K.B. Thapa and other few publications. With the establishment of the Publicity Department way back in the early sixties, the need to have an official news bulletin was felt by the then Sikkim Government to highlight its developmental activities in the form of a monthly news bulletin. As a result, the Sikkim Herald came into being. The first Sikkim Herald which was published in Nepali dates back to March 1959. The editorial board consisted of the following members- 1. Sikkim Herald is the official newsweekly of the Government of Sikkim published by the Department of Information and Public Relations has been a regular feature of the State ever since its inception in the early 1956. Sikkim Herald comes out in thirteen different state languages, viz. English, Nepali, Newar, Lepcha, Gurung, Limbu, Tamang, Sunwar, Manger, Sherpa, Bhutia, Rai and Tibetan and printed at Goverment Printing press of Gangtok. In his self made museum of Ganesh Pradhan at Rhenock, i came across two issues of Sikkim Herald that really pulled off my fantasy. The first issue published in 1959 was a rare, i got to hear from him that even the IPR Department is looking after. He is really proud of it and showed me with a distinct pride.
